The purpose of this website is to provide general information to property owners and other persons interested in the Government's policies and procedures for aquiring land for the McDowell County, West Virginia Non-Structural Flood Control Project.Project Mission
The McDowell County Non-Structural Flood Control Project is a
voluntary project designed to reduce property damage by either floodproofing or purchasing (determined by the U.S. Army Corps of Engineers) those structures in which the habitable portion was or would be flooded if there was a recurrence of the April 1977 flood.
The Local Cost-Share Sponsor
The McDowell County Non-Structural Flood Control Project is a cost-share project in which 95% of the funds are being provided by the Federal Government. In accordance with Section 103 of the Water Resources Development Act of 1986 (Public Law 99-662) which requires that all new flood-control projects be cost shared, the McDowell County Commission has entered into an agreement with the U.S. Army Corps of Engineers as the local cost-share sponsor. The Community Improvement Assessment District (CIAD)
The McDowell County Commission as the local cost-share sponsor, in accordance with West Virginia State Code §16-13B created the Community Improvement Assessemnt District (CIAD). The McDowell County Commission, through the CIAD, provides the additional 5% of the cost of the Project, and in return, the CIAD is authorized to issue Assessment Certificates against the affected property, to collect from the landowner, 5% of the U.S. Army Corps of Engineers (USACE) total cost to floodproof or purchase each structure plus, a CIAD Fee (currently $300.00). Assessment Certificates are initially based on estimated cost and then reduced or increased when the actual total cost to floodproof or purchase the structure has been determined by the USACE.
